Safety Culture and Leadership in Sociotechnical Changes and Transitions (SCALA 2023-2025)
SCALA project studies safety culture and leadership during sociotechnical changes and transitions in the nuclear industry. The two case studies are: OL3 commissioning (TVO) and ELSA I&C modernization project (Fortum). The case studies share a common research question: What were the organizational, leadership, safety culture and regulatory lessons learned. Both case studies started in 2023, and their data collection was completed in 2024. Data analysis started in 2024 and will continue in 2025.

RESEARCH PROJECT
Internal nuclear safety oversight as part of organizational defence-in-depth – Lessons learned for the Nordic nuclear industry (INSOLE) 2023-2024
A two-year NKS-R research project INSOLE aimed to identify the various ways of organizing internal oversight function and their implication on nuclear safety, safety culture and leadership; to develop a normative framework for internal oversight function, and to facilitate participative development of oversight function in Nordic nuclear power companies. Case studies on INSO were conducted in three Nordic nuclear power companies in 2024. A normative framework for the INSO function implementation was developed, as well as several tools to facilitate the implementation of INSO function in practice.

Safety culture assessment
Railway undertaking in Finland
The main objective was to assess the current state of safety culture at VR Group. The assessment was conducted to bring together VR's diverse work for safety from the perspective of how it affects the safety culture, and how the activities could be further developed. At the same time, the aim was to find out how VR's safety culture varies in different business areas and units.
Multi-method research strategy was applied, with senior management workshops, employee interviews, focus groups / group interviews and questionnaire as methods. VR's Swedish operations were carried out in cooperation with the Swedish consultancy company MTO Säkerhet. The VR Group utilized the results to identify company-level and business unit specific actions to its safety program.
